build without vcpkg doesn't work

how do I fix it I am trying to rune the below commandd but face this CheckList issue:

cmake -B build -S . -DCMAKE_TOOLCHAIN_FILE=E:/Atom-Simulation-C/vcpkg/scripts/buildsystems/vcpkg.cmake

ERROR;

CMake Error: The source directory "E:/Atom-Simulation-C/Atoms" does not appear to contain CMakeLists.txt.
Specify --help for usage, or press the help button on the CMake GUI.

hope my entered command is correct and there's nothing wrong with my formatting of path text , kindly help

the repo root dir of the project doesn't contain a CMakeLists.txt file that is the issue :p
