What

Formal access control review of the stablecoin contracts, documenting who can call what under which conditions.

Acceptance Criteria

• Document all external/public functions with their access control requirements
• Foundry tests for every unauthorized-caller path (expect revert)
• Foundry tests for privileged operations (freeze, unfreeze, compliance updates)
• Gas report for all admin operations
• Summary: docs/access-control-matrix.md
