meaning of delegation for read/write

it seems that the code have many Delegation when RnW,
like

Is there Any particular purpose? thanks very much

That has no purpose. It originates from original C code of OCD where API are plugged on the fly by user when command line and config file is interpreted. Kind of driver pattern.
