Archive repository with python package

We won't be able to rename this repo into `kkholst/targeted` because it already exists. Deleting the already existing `kkholst/targeted` repo is likely not a good idea because using `remotes::install_github("kkholst/targeted")` will fail due to the different structures of the repos. @kkholst, how much of a problem do you think this is?
