Change docker_databases to generic databases

Change the `docker_databases` file to just be a `databases` file. This is also relevant to ensure those who use other container technologies (like Podman) don't see this as a "Docker only" set of scripts.

This would also be the opportunity to include support for a local (non-containerized) databases!
