Issue Decription
Right now, if bulk job fails without error response, optimizer shows job are triggered but exeriment count remains zero.
We need to handle this case on optimizer properly so that user's will be aware of bulk jobs are failing and how many exp got failed.
we can also add a failed experiment count metric to jobs overview section in optimizer.
