INSTALL modified by ./autogen.sh

I'm noticing that when I run ./autogen.sh the INSTALL file gets regenerated, have you seen this @kubark42 ? Is there a reason for keeping the original version, or can I just replace it with the generated one and submit a PR?

Maybe INSTALL should be removed and/or added to the .gitignore.
