[Feature]: Add skill proficiency badges on developer profiles

Problem statement

Developer profiles currently list skills but do not indicate proficiency levels.

Proposed solution

Allow users to select:

• Beginner
• Intermediate
• Advanced

for each skill.

Display colored proficiency badges beside skills.

Alternative solutions considered

Text-based descriptions are less visible and harder to compare.

Use case or motivation

Recruiters and collaborators can quickly understand expertise.

LinkedIn Skill Assessments.
GitHub profile skill indicators.

Additional context

Can reuse existing tag/badge components.
