[UI/UX]: Add empty-state illustrations for dashboard widgets

Current UI/UX issue

Dashboard sections without data currently show plain text or blank areas.

Proposed improvement

Add reusable empty-state components containing:

• Illustration
• Friendly message
• CTA button

Screenshots or mockups

Can reuse existing design tokens and icons.

Responsive behavior considerations

Empty states should adapt to all screen sizes.

Accessibility considerations

Proper alt text and semantic structure.

Additional implementation notes

Reusable component approach recommended.
