Update to Contributor Covenant 2.1

The Lansing Codes Code of Conduct is based on the Contributor Covenant Code of Conduct 2.0. As the Contributor Covenant version goes through legal vetting and revisions, it makes sense to keep our Code of Conduct in sync.

Describe the solution you'd like

Copy the HTML from Contributor Covenant Code of Conduct 2.1 and apply it to our Code of Conduct page, replacing the entire contents of the section in code-of-conduct.vue and nothing else.

Replace [INSERT CONTACT METHOD] with <a href="maito:lansingcodes@gmail.com">lansingcodes@gmail.com</a> and verify that the styles on the page continue to match before submitting this PR.

There are 2 spots where the text contains a [NOTE: and the adopting organization is intended to fill in their specific reporting information and procedures.

That's a really good idea. Perhaps we could discuss either at tomorrow night's meetup or the next MITN meeting? I believe it's next Wednesday? I'm also fine with moving this convo over to Slack if that's easier :)

Tying threads: we briefly discussed at the last Hacktoberfest meetup and decided that we needed to discuss with the rest of the MITN board at our upcoming meeting on 11/5. Conversation moved to slack for now.

Discussed at 11/5 MITN Board meeting. Will update Contributor Covenant to 3.0 and use email address report@mitn-lansing.org for reporting violations. We will keep the addressing & reparations path the same and include "severity relative to expectations of professional community" as well as "contributions to the community will considered in evaluation of all incidents." If needed, will add "may include apology to individual or community at large," as well as "reaction to board may expedite next steps in escalation."
