Describe the issue
As the title says. I recorded a video showing the difference in behavior in the Dolphin core and in standalone Dolphin (if the video doesn't load, right click on it>Save video as..., save it to some folder and open it with a player):
Dolphin core:

I'm using this with the default core settings, except for "Mouse controls pointer", which is necessary for playing with keyboard/mouse. Apparently, using "Right Stick controls pointer" (to play using the buttons mapped to the RetroPad) doesn't exhibit the problem, but currently I don't own a controller to play that way.
