Missing license information in repository (speakup‑tools)

hile preparing the package for inclusion in the altlinux/Sisyphus repository, I discovered that the speakup‑tools project does not specify a license in its repository.

Both speakupconf, and talkwith are under gpl v2 or later. speakup_set_locale has no license information, or author. I'll post a message to the speakup list asking if anyone there knows who wrote it, and if we find the author, ask about its license status.
