Display inner workings

I am currently looking at improving the clock functionality to support the new Pico W and MQTT.

I see the display refreshes every millisecond but being a newbie to hardware like this, I am confused as to why?

Is there a way to get them on and stay on, changing them as needed rather than always refreshing the whole LED set?
