want to make all posts available to all languages

What steps will reproduce the problem?
1.go to wpml->languages
2.go to "more options" section
3.click on radiobutton "All posts (display translation if it exists or posts in 
default language otherwise). "

we expect to see all the pages in any language but nothing happens, posts are 
shown in default languages but only the translated posts are shown in other 
languages

we use 2.0 version php 5.3
