Domain Mapping + WPML causes permalinks to point to the original domain

What steps will reproduce the problem?
1. Install and configure Domain mapping with multiple domains mapped to the 
same domain (Network activate)
2. Install and configure WPML (Activate only for the blog)
3. Visit the site with a mapped domain

What is the expected output? What do you see instead?

All permalinks should be pointing mapped domain but instead they point to the 
mapped domain. Issue goes away if you network activate.

Issue lies in not setting the priority for pre_option_home filter by both 
plugins.

What version of WPML and WordPress are you using? Can you also specify PHP
and MySQL versions?

WPML 1.8.1.2 and WordPress 3.1.2
