There's a 3 min cooldown for getting stamps when playing the same game. If the user doesn't get a stamps in that case, they shouldn't get the message here's your consolation price/here's your well deserved stamp

Is this really necessary if we are not in tivoli mode? Stamps are not a factor when tivoliMode = false
