Add Semi-Anonymous Rooms (SPEC-260)

Semi-Anonymous Room - A room in which an occupant's full ID can be discovered by room admins only. In such room occupant may choose an ID which does not expose his "usual"/full ID by which he is identified outside the context of a room.
(An adaptation of XEP-045::SARs)

Allows for more privacy / identity management.

This seems a lot like rocketchat's anonymous (pseudonymous) mode they proposed here: RocketChat/Rocket.Chat#604
and the eventual implementation here: RocketChat/Rocket.Chat#6797 🙂

Not sure if I understand this correctly: Everyone who has write permissions in an encrypted room, will need to know some public key of every other member in the room right? So hiding members from each other would also mean that only the admin (who knows all members) is able to write in the the room?
