chore: add MIT license + package metadata; move Obol-specific handoff note out of the generic repo

- LICENSE (MIT, (c) 2026 Mayflower GmbH) + package.json license/repository/author
- README: license section
- relocate docs/obol-erprobung-handoff.md to the sandbox coordination docs (keep the
  generic tool free of project specifics, §7)
