Detect a crashlooping firewall-controller #87

Description
We had a bug in the firewall-controller which caused it to restart eventually due to a panic during dns firewall rule reconcilation. This was fixed with: metal-stack/firewall-controller#211 but until detected cause interruptions in a customers clusters.
We should monitor if the firewall-controller is in such a condition and report this in the firewall health condition.
