CLEANUP: Remove temporary PowerShell refactoring scripts

- Removed refactor-to-metaobjects.ps1, move-package-directories.ps1, fix-encoding.ps1
- Scripts completed their purpose for the package refactoring
- Repository is now clean and ready for continued development
