feat(ui): add smoking chimney animation to startup screen

Move the smoking chimney animation from the website landing page into the TUI startup screen. Spun off from house profile redesign (#842) — the pixel art house is being removed from the profile overlay, so this gives the art a better home.

Context

• House profile redesign (feat(ui): revamp house profile overlay UX #842) drops the pixel art house from the expanded view (now an overlay)
• Website landing page has a smoking chimney animation that could translate to the TUI
• Startup screen is a natural place for character/personality

Scope

• Investigate the website animation and determine TUI equivalent
• Add to startup/splash screen
