Add `use recommended settings for Linux Kernel` command

With this command, some recommended settings will be injected to the workspace settings.json like:

• Use tab instead space;
• Tab size of 8;
• Automatically trim trailing spaces;
• Ignore Kconfig from indentRainbow;
