Python: Investigate behavior of concurrent requests to a workflow hosted in Foundry

Python workflows implement a guard which prevents multiple runs on the same workflow instance. This could potentially prevent multiple requests to the same FHA session that is a hosted workflow. We should spend some time to investigate the behavior.
