Extensions require vc runtime

Describe the bug

These extensions / export tools require VC runtime to be installed.

Steps taken to reproduce bug

Execute bpf export tools without installing vc runtime. Observe error.

Expected behavior

Ideally we can install the extensions without requiring vc runtime.

Actual outcome

Requires vc runtime.
