Extremely annoying "You must open a solution to enable C# editing features" message

Describe the Issue

No matter what I click, it keeps popping up repeatedly over and over again.

I know I'm in a state where I'm missing C# editing features, and I don't care in this. There should be some "don't show again" checkbox or something.

@Youssef1313 implementation had a bug but we've also changed when this modal will show up. Closing in favor of the issue tracking those changes, you should see changes in the next stable release of C#DK next week
