Missing quota snapshots in Copilot CLI

We do not get quota snapshot headers from the Copilot CLI. This is causing usage banners to not show in the Agent Sessions window

@cwebster-99 : I'll defer to @lramos15 but I think github/copilot-sdk#1720 should provide documentation on how this information can be pulled out of the Copilot SDK.
