Terminal output layout

The terminal output is frequently very short, cut off, sometimes when data scrolls in it seems to bounce. When I try to specifically repro this, then it tends to look ok, but I often see it looking strange.

Wasn't able to repro when sanity testing: #327555 but I did also personally see it once/twice today's insiders. Definitely not as frequent though.

For the truncation part - Perhaps its the time gap between when we get the partial output snapshot vs. final output to get this updated.

It doesn't make sense how the output is cut off mid-line (horizontally) though. (math might be wrong here for the box) . Or something with alt buffer might be messing this up

For the bounce part I wonder if its when we update the preview from snapshot to final output state.
