• VS Code Version: 1.130.0
• OS Version: win10 22h2

Steps to Reproduce:

1. disable some extensions in default profile
2. create new profile that use extensions from default profile
3. open new window, use new profile, open extensions, those extensions that is disabled in default profile are enabled in new profile

the expected result is that disabled extensions in default profile remains disabled in new profile
