Agents window doesn't load global skills when no workspace is selected

Type: Bug

I opened my VScode with no workspace folder selected.

Agents window shows MCP servers configured, but not the skills from ~/.copilot/skills.

Once I select a workspace, it shows the global skills.

I think this should be fixed because user can still use agent window without a workspace and converse with agents. global skills should be available to Agent Window by default.
