In Copilot chat window, clicking to add file to context fails

Steps to Reproduce:

1. Select an edited file in VSCode to add it to the Copilot context
2. Click "+" or the name in the chat window: it fails

If you click on "Describe what to build" then click on "+", then it works.
It makes it very tedious to add files, as every time it requires additional clicks.
