Submission IDs (Public IDs) handling during the submission process

• While submissions are under review and before the withdrawal deadline, each submission will be assigned a unique string ID that remains unchanged.
• This enables consistent referencing of submissions during the review process.
• After the withdrawal deadline, the string IDs will be mapped to the standard submission IDs.
• IDs should be clearly different from Public IDs to avoid confusion but easy to reference during review

I have a few questions regarding the submission workflow:

1. How can submitters obtain the temporary Submission ID (Public ID)?
2. What is the URL of the MLCommons Submission UI used for uploading the submission tarball, code, and results for Inference result v6.1?

It would be helpful to clarify.
