DOCS-012: cli/README subcommand coverage + split opencode troubleshooting #684

Source: docs audit 2026-07-07 (docs/audits/docs-audit-2026-07-07.md) — findings D8, D24 (CONFIRMED).

  • cli/README.md documents 2 of 11 subcommands (review, doctor). Add a one-line-per-subcommand table (doctor, env, init, mem, review, secrets, spec, tools, update, vault, version) pointing at dotf <cmd> --help; keep the existing deep sections. Note dotf secrets backup currently appears in no reader-facing doc except guide-secrets-governance.md.
  • docs/runbooks/guide-opencode-go-setup.md (247 lines) mixes one-time setup + PAYG guardrail with ~140 lines of stall/latency/cwd forensics: split the forensics into docs/troubleshooting/opencode.md. While touching it, fix the model drift (provider opencode-gonan; default nan/qwen3.6 per ai/opencode/opencode.jsonc) and the specs/AI-011-opencode-bootstrap/ reference (archived).
