implement blocking/restricting a member from joining a clan

• needs an array of blocked UUIDs appended to the clan json format, or stored in some other file

• only the leader should be allowed to edit this list, and it should be editable regardless of the clan being open/closed (which is another unimplemented feature at the time of writing this)
