Add nimbus sdk api implementation to submit nimbus-targeting-context ping

The nimbus sdk api changed inhttps://github.com/mozilla/application-services/pull/7225 to add MetricsHandler.submitTargetContext, which must submit the new nimbus-targeting-context ping. This is a breaking change.
