[Task]: Modify locales on AMO

Description

The following locales are below threshold of 80% or completely absent in one of our projects in Pontoon:

• Croatian [hr]
• Finnish [fi]

These should be removed from AMO.

Acceptance Criteria

• hr and fi locales are removed from AMO

Both are a little behind for Devhub but have decent completion for the frontend (100% and 90% respectively), maybe we should warn the translators first instead ?
