404 is returned when trying to reject a question if the "Moderator's Reply" panel was previously dismissed

Preconditions

• Sign in to Moderator with account A.

Steps to Reproduce

1. Create a new moderated event.
2. Sign in to Moderator with account B.
3. Leave a question to the event created in step 1.
4. Sign in to Moderator with account A.
5. Click on the moderate button.
6. Click on the reply button.
7. Add data inside the textarea displayed inside the "Moderator's Reply" panel.
8. Click on the Close button.
9. Click on the "reply" button.
10. Click on the Submit button.

Expected Results:

• The question is successfully rejected.

Actual Results:

• 404 is returned
