Update the Filter by options in the Attention Needed tab

In the Attention needed column, there are 3 filtering options:

• All : Display all new questions + questions last updated by the OP
• New : Display all questions without a reply from other than the OP
• Answers didn't help : I believe the intention of this filter is to let us see list of questions with the last reply being the OP (which we generally indicate as a cue that they still need).

I'd like to propose an update to these options. Here's the idea:

• All: Display all new questions + all questions that still needs help
• No replies: Display all new questions (without any reply from other users)
• Still needs help: Display all questions that still needs help (including last reply by OP + questions that has Needs more help indicator.
