[FEATURE] ENV Var to default to GIT Repo + Disable/Custom Cache

Problem Statement

As far as I can tell there is no way to set environment variables, or CLI flags to default the registry to a GIT repo, and to control the cache settings.

Proposed Solution

Support a few settings

1. Add CLI flags to support GIT Repo & Cache
2. Add ENV Var / default directory for a user level https://getpromptscript.dev/latest/guides/enterprise/#project-config-file file, vs project level that could be set / merged.

This has been implemented as part of the enterprise registry redesign in a1ce2ca (feat(cli): enterprise registry redesign #74).

Environment variables for Git registry & cache control:

• PROMPTSCRIPT_REGISTRY_GIT_URL — default Git registry URL
• PROMPTSCRIPT_REGISTRY_GIT_REF — default Git ref (branch/tag)
• PROMPTSCRIPT_REGISTRY_URL — HTTP registry URL
• PROMPTSCRIPT_CACHE_TTL — cache time-to-live in ms
• PROMPTSCRIPT_CACHE_ENABLED — enable/disable cache (true/false)

User-level config file at ~/.promptscript/config.yaml supports registry + cache settings that merge with project-level config.

Priority: CLI flags > env vars > project config > user config.
