snerk.py: "Cite error" bug

When using the "/wp" command, snerk often gives a cite error with "There are tags on this page, but the references will not show without a {{reflist}} template (see the help page)." even when the pages are structured correctly.

Patches welcome! The logic is in firstparagraph.py.

Every time I look at this issue, I get wildly sidetracked by the fact that I need to write tests for the code and probably rewrite most of it (particularly the disambiguation code and probably the text extraction). It'd also be nice if it properly supported redirects to sections (i.e., redirects with anchors).

Re: other excerpting tools, I made a list at: https://meta.wikimedia.org/wiki/Concise_Wikipedia#A_summary_of_existing_short-options.2C_using_an_example and linked that at the talkpage of https://www.mediawiki.org/wiki/Requests_for_comment/Text_extraction - something in those two might be useful? (Eg. navpopups and the old/current search, seem to remove the "[8]" and "[1]" citations from the Isaac Newton extract. Possibly that's related to the bug here?)
