Insufficient execution rights

i use script in [iflayerchanged.d](https://github.com/ndmsystems/packages/wiki/Opkg-Component#ndmiflayerchangedd-new-and-primary-from-40) to get some data from "ndmc -c ..." and it returns empty value. If the same request sended from terminal or cron - it works fine...
