fix: tagging failed due to 403 response

Summary

Tagging users no longer submits a tag due to changed access rights on endpoint /person/:id

Steps to Reproduce

1. Write a comment on any entity and tag a user
2. Save comment
3. Receive a 403 response
4. User who is tagged doesn't see the notification on their dashboard

Expected Behavior

After a user is tagged in saved comment, you should receive no error responses and user should see tag notification on their dashboard.

Actual Behavior

No tag notification
