Increase kill timeout on service STOP from 3 seconds to 60 seconds

After discussion with the Neo team, it was decided that the timeout value for stopping the Windows Service should be increased from 3 seconds (3000 ms) to 60 seconds (60,000 ms)

Is it supposed to fix problem with wrong shutdown on service stop? If so, it doesn't work, I've tried.
It seems problem is deeper, I had no luck with fixing it. Problem reproduces on Windows 7/8 and on Server 2008.
