When logging in as an LDAP users, the settings menu is incomplete and if acting as regular user mis-rendered:

with admin privileges:
Some people report similar behaviour with local users, but for them it works again after a reload (bad enough). In this case, a reload does not help.
Likely, that user stemming from other backends are also affect, but have not tried.
Reverting #60458 fixes this issue, i.e. the refactor introduced a regression here.
NC 34 is not affected, the change is not applied there.
