add `install`, `update` and `uninstall` subcommands

Add subcommand to query the modrinth api for project based on project slug and download the latest compatible version (based on modpack.json mc version and loader fields). 

Update command does the same thing, but only works if file is already in json and replaces the existing file

Uninstall removes the mod from lockfile, json, and files

Eventually, also install required dependencies
