Sign assemblies with a strong-name

```
What steps will reproduce the problem?
1. Create a new project
2. Include a reference to the Topology.dll
3. Sign the projects executeable with a strong name
4. Compile the project

You cannot include an unsigned dll in a signed project.
Can you sign the dll files for the next release?
