[CLI] Emoji in success messages vs NO_COLOR / weak terminals (discussion)

Optional: tighten emoji / icon consistency in CLI success messages

Summary: CLI mixes emoji with box-drawing; some environments render poorly.

Where to change: typescript/packages/cli/src/commands/init.ts, dev.ts, start.ts.

Acceptance criteria:

• Either ASCII fallback when NO_COLOR is set, or documented "emoji may not render in all terminals."
