Button that Closes and Opens all Admonition Cells

Include a button that closes and opens all admonition cells.

One prominent use case for this feature is when the notebooks are about to get released. In other words, maybe this can be included in a release mode.

Right now, when you change the default of param enableModdleToggle to false, this will initialize the notebook in "release mode". So, then, all admonition cells would appear closed. The idea is that one sets this for a controlled deployment environment (e.g., for students).

But, I guess, a one-for-all button would also make sense in source/ edit mode. Noted.
