Migrate to ROS Melodic

ROS Kinetic quite heavily depends on Ubuntu 16.04 -- even when building from sources on newer versions, it trips up on Gazebo7 dependency, which has no compatible package.

ROS Melodic stable release is almost two years old now, and it seems that the vast majority of auxiliary packages have support for it. Consider investigating if migration is possible.
