Add `OKTETO_GIT_BRANCH` env to deploy specific branch

I want to run the deploy preview on another branch other than GITHUB_HEAD_REF.

If OKTETO_GIT_BRANCH is specified the action should use that instead of GITHUB_HEAD_REF
