Generate 1.1.0 FLIX format w/ config files

At this moment 1.1.0 FLIX FLIP is still under development but enough has been figured out to start generating FLIX 1.1.0

Files that can be passed in:

• language file that has all the descriptive elements of FLIX
• flow.json file that has dep addresses

Notes:

• Support new import syntax. "placeholder" has been removed
• If Cadence code is using old import syntax still generate version 1.1.0 FLIX
• Might support multi-line Cadence block comment header for long messages
